Terrorism threat levels: checklist on response actions in case of terrorism threat

CHECKLIST ON RESPONSE ACTIONS IN CASE OF TERRORISM THREAT

Tomsk Regional Anti-Terrorism Committee sets the terrorist threat levels to inform the general public on the risk of a terrorist attack.

Head of Tomsk Regional Anti-Terrorism Committee: acting governor Vladimir Mazur. The level must be immediately stated in media.

Threat levels – blue, yellow, red – are declared for no more than 15 days.

Blue and yellow levels of terrorism threat can be set, changed, and called off by the Head of the Regional Anti-Terrorism Committee in agreement with the regional security body. The decision is immediately communicated to the National Anti-Terrorism Committee (NAC).

The red level of threat is set and called off by the head of the NAC upon submission from the head of the Regional Anti-Terrorism Committee. The head of the NAC can set and call off all levels of terrorism threat.

Any change of the terrorism threat level must be communicated through mass media thus indicating the period and territory of threat.

BLUE (substantial) level

Blue level is declared in case of the viable possibility of a terrorist attack.

Blue level threat requires:

1. To pay attention to the following while being outside, in crowded places, in public transport:

– awkward appearance (Does the clothes fit the season? Does it look like something is hidden underneath?)

– strange behavior (Is the person nervous? Does he/she look around often? Does he/she mutter something to himself? Is he/she avoiding law enforcement officers?)

– any unattended cars, things (bags, backpacks, suitcases, packages, especially if you notice wires, electric devices inside, etc.)

2. To immediately report all suspicious instances to law enforcement officers.

3. To assist and cooperate with law enforcement agencies in all respects.

4. To treat with understanding and patience the heightened attention of law enforcement agencies.

5. To refuse any packages, bags, backpacks, suitcases, and other suspicious items from strangers for temporary storage and transfer. If you discover an unattended item, you must stay away from it, do not touch it, do not open it, do not move it.

6. To explain your elderly family members and children that any item found on the street or in the communal entrance hallway can be a threat.

7. To keep track with the current events (to be informed and follow the news through radio, television, the Internet). 

YELLOW (severe) level

Yellow level is declared in case of the real possibility of a terrorist attack.

Along with every measure described above for the blue level, it is recommended:

1. To avoid crowded places, if possible.

2. To have your passport or any ID document with you while being outside or using public transport. To show them to law enforcement officers immediately upon request.

3. To pay attention to emergency exits and fire escape routes in public places (shopping centers, railway stations, airports, etc.).

4. To pay attention to strangers and new cars in areas adjacent to residential buildings.

5. To avoid traveling with large bags, backpacks and suitcases.

6. To discuss the emergency plan with your family:

– find a place where you and your family members can meet in case of emergency;

– make sure that everyone has the phone numbers of other family members, as well as the emergency numbers. 

RED (critical) level

Red level is declared in case of the verified information on a terrorist attack or actions that create a threat of a terrorist attack.

Along with every measure described above for the blue and yellow levels, it is recommended:

1. To watch with your neighbors and regularly patrol the building thus paying attention to the presence of strangers, new cars, unloading boxes and bags.

2. To stay away from crowded places, delay any trips in the region with high terrorist threat levels, prevent the kids from being outside for too long.

3. To prepare for possible evacuation:

– have essential things, money, documents;

– have a first aid kit;

– have a three-day food and water supply for all family members.

4. If you are anywhere near the place of a terrorist attack, try to leave it without panic; do not be curious; after leaving the epicenter, try to help affected people leave the area of attack; do not pick up any things and objects; do not film anything, do not take photos.

5. To always have television or radio on, or have a device with steady Internet access.

6. To not spread unverified information on actions that create a threat of a terrorist attack.

 

ATTENTION!

Terrorists can disguise bombs as normal objects: boxes, bags, briefcases, cigarette packs, mobile phones, toys.

Make sure to explain this to your children, friends and family.

Stay alert – your timely actions can prevent a terrorist attack and save lives.
