Cross-university expert review of the Priority 2030 program at TSU

Tomsk State University is the leader of the Priority 2030 program and is one of the first groups of participants. The strategic goals of the university are the development of breakthrough areas of science, the formation of an ecosystem and the training of “new” personnel, technological leadership. All of them contribute to the challenges of the Russian Federation. The university transformation team, together with experts from the Social Center, analyzed the results and promising areas of TSU activities in terms of compliance with the strategic tasks and the target image of the future. The cross-university review is being implemented for the first time in Russia at the initiative of the Ministry of Science and Higher Education of the Russian Federation.

The purpose of the cross-university review is to provide an independent and objective assessment of the implementation of development programs for universities participating in the Priority 2030 program. The pool of experts is formed based on the results of competitive selection. The objectives of the project are to mutually assess university development plans by equal participants, identify best practices, increase the transparency of expert activities and form a university expert community.

The following groups worked at TSU for two days: University Model, Strategic Goals, Team and Leadership, Personnel Training System, Research Policy, Technological Leadership of the University and Strategic Technological Projects.

Opening of a cross-university review at TSU

— A key focus of the discussion is the ecosystem logic of the university. Since 2013, from the 5-100 development program, we understood that large tasks can be solved only in cooperation, when resources, competencies, and knowledge are combined with industrial partners and scientific organizations, – emphasized TSU Rector Eduard Galazhinskiy at the opening of the session. – Today it is important to discuss the issues related to how our ecosystem should be arranged in the context of technological leadership.

As part of the university team, vice-rectors, managers and participants in strategic projects took part in the session. The cross-university review plays a key role in the analysis of university resources, the implementation of their strategic projects and changes the approach to expert work.

— The cross-university review implies that the representatives of other universities also participating in the Priority program come to the university. It is not an assessment, but a mutual expertise: what is happening, what are the best practices, – emphasized Nikita Golovin. – Based on our own experience, we can give some recommendations, allow the university to look at itself from the outside and find some new solutions in development.

The expert stressed that TSU is the leading university in Russia, which is not afraid to take responsibility for non-standard solutions and is involved in many national projects in the field of science and education.

Group discussions

The teams of Tomsk State University presented successful cases in the field of education, science, technology transfer and management models at the cross-session. TSU employees, together with a team of experts, finalized tactical initiatives that will be presented to the Council when the university will defend the results of its development programs.

The Deputy Governor of Tomsk Region for Scientific and Technological Development Lyudmila Ogorodova also participated in the event.

— TSU is an active participant in the state program of scientific and technological development of the region, aimed at technological leadership, – said Lyudmila Ogorodova. – The University not only coordinates such strategic directions as Chemistry and Biotechnology, but also demonstrates vivid examples of the transformation of science into the real economy. The Engineering Chemical Technology Center, created on the basis of TSU, received orders for more than 50 projects from leading state corporations in 2022. This proves that the university is able to create technologies and competencies that become the basis for a new industrial policy.

The strategic goal of TSU is the formation of a world-class research university in Russia, a recognized leader in education, research and development. The university is an active participant and operator of federal projects aimed at the formation of technological leadership and sovereignty of the country. In particular, Tomsk State University participates in the development of a strategy for the development of the chemical industry in Russia until 2035; is a federal operator of training and retraining programs for qualified personnel for the national project “Development of semiconductor materials, multi-element sensors, digital electronics and detectors”; TSU is the leader of a pilot project to improve the national higher education system.

Since 2025, the Priority 2030program of the Ministry of Science and Higher Education of Russia is being implemented within the framework of the federal project “Universities for a generation of leaders” of the national project “Youth and Children”.
