International citizens may apply for study at TSU on a state-funded basis.

1. Application through the scholarship (quota) of the Russian government is an opportunity to pursue vocational education, higher education or advanced professional education in Russian educational institutions at the expense of the state budget, meaning that the tuition is free.

The government scholarship includes: 

  • Free tuition for the entire study period on the chosen program;

  • Monthly allowance (for the entire study period regardless of the academic performance). In 2022 the allowance reached the amount of approximately 4,500 rubles;

  • Dormitory accommodation.

Contact the Federal Agency for the Commonwealth of Independent States Affairs, Compatriots Living Abroad, and International Humanitarian Cooperation (Rossotrudnichestvo) through your local Russian Center of Science and Culture. The Center allocates scholarships and provides information on the application deadlines. The standard application deadline is December 1. Register and upload to https://russia-edu.minobrnauki.gov.ru the following documents: 

  • passport;

  • academic certificate (including the academic transcript);

  • medical certificate confirming that there are no health reasons preventing you to study abroad;

  • HIV-negative status certificate; 

  • other documents certifying personal achievements (optional). 

All submitted documents should be notarized and translated into Russian. 

Take part in the selection process. 

Wait for your enrollment to be approved by one of the universities marked by you as top-priority. 

Receive the invitation for study and the invitation for visa from the Ministry of Science and Higher Education of Russia. 

Apply for a student visa to the Russian Embassy or the Russian Consulate in your country of residence. 

Come to Russia to study. 

2. Application through the Open Doors Olympiad held by the Association of Global Universities (14 different tracks are available) is an opportunity to receive free master’s and doctoral (PhD) degrees in the Russian Federation. 

 Winners of the Open Doors receive:

  • free tuition for the entire study period on the chosen program;

  • monthly allowance for master students in the amount of 6,000 rubles for ordinary winners and 10,000 rubles for distinguished winners for one semester of the main educational program. In consecutive semesters of master and doctoral studies, the allowance will depend on the student’s academic performance. In 2022 the allowance reached the amount of approximately 4,000–5,000 rubles;

  • dormitory accommodation.

Register at https://od.globaluni.ru/ (September 15–December 10).

Create your portfolio*. The portfolio requires an academic certificate and a motivation letter for participation in the Open Doors track of choice. Do add as many relevant achievements to increase your chances of success (September 15-December 10).

Wait for the portfolio evaluation (December 23).

If the portfolio evaluation is successful, pass through the second round of the Open Doors (January 10-19). Please find out the specific timeline of the second round at: https://od.globaluni.ru/#subjects.

Wait for the results of the second round of the Open Doors (February 2).

Find your name among the winners in the master’s track of the Open Doors (February 10).

Pass through the third round of the Open Doors (only for the contestants in the doctoral track (February 11–March 9).

Find your name among the winners of the doctoral track of the Open Doors (March 14).

Fill out an application and specify the major you wish to pursue and the university (-ies) that best satisfies that requirement.

Wait for your enrollment to be approved by one of the universities marked by you as top-priority.

Receive the invitation for study and the invitation for visa from the Ministry of Science and Higher Education of Russia (before August 31).

Apply for a student visa to the Russian Embassy or the Russian Consulate in your country of residence.

Come to Russia to study.

*If you still haven’t received your diploma or lack access to it for other reasons, you can submit your academic transcript or academic record statement for the previous year of study, scan of the student record book or other documents confirming your current level of education. In this case, the diploma can be submitted upon your enrollment at a university. All other documents that can be uploaded in a portfolio are not mandatory. However, their presence can increase your maximum score given by the jury at the end of the first round of the Open Doors.
