In 2023, Tomsk State University and Turon Zarmed Universiteti signed a memorandum of understanding. The universities planned to launch a joint master's degree program in Management from September 2023 to August 2025.

As part of this collaboration, the Zarmed To'mar Russian Language Center has also been opened in Samarkand. Artyom Rykun emphasized that the center was created in collaboration with the Institute of Distance Education of TSU. The Institute of Distance Education and its industrial partner, IT company Sigma, developed a special proctoring system and an electronic educational portal, allowing TSU philologists to teach online.

Turon Zarmed Universiteti is a private university that opened in 2022. Currently, it has around 6,000 students studying medicine, economics, history, linguistics, pedagogy, and psychology.

In addition to joint educational programs, there are plans to launch other projects, such as the development of an electronic educational environment by TSU's Higher IT School and its industrial partner. The universities also aim to expand research and academic collaboration through faculty and student exchanges, joint trainings, colloquia, and conferences.

As Artyom Rykun noted earlier, Uzbekistan is a priority country for TSU, and the university has seen a significant increase in student enrollment from Uzbekistan in recent years. TSU also collaborates with universities in Tashkent and other cities to train specialists for Uzbekistan and has several joint research groups focused on big data, botany, and ecology.
