Tomsk State University and the North China Institute of Aerospace Engineering (NCIAE) agreed to design a joint network program on mathematical modeling in IT for students from China. The students will be able to study at both universities and receive double degrees. The parties discussed these and other cooperation plans during the visit of the NCIAE delegation to TSU. In the near future, the universities will sign a memorandum of intent to consolidate the agreements discussed during the visit.
— The North China Institute of Aerospace Engineering is a university that participates in the most important aerospace program in China, says Artyom Rykun, TSU Vice-Rector for International Affairs. – This is a kind of a workshop and the hands of Tsinghua University – a leading Chinese university, which is included in the world top 20 according to the QS World University Rankings. Together they are actively involved in the development of China’s aerospace industry.
It should be noted that Tomsk State University works closely with China in the research and educational fields. TSU is among the top 15 leading Russian universities for the implementation of the Plan for the joint training of highly qualified personnel for China. The university has more than 700 Chinese students, 88 contracts with Chinese organizations, including the strongest universities in China. Besides, since 2007, the Confucius Institute created jointly with Shenyang Polytechnic University has been successfully functioning at TSU. In 2016 it was recognized by the Chinese government as one of the best in the world.
The NCIAE delegation included the Deputy Secretary of the Party Committee Chen Gang, Dean of the Faculty of Aerospace Engineering Kang Huifeng, Deputy Dean of the Faculty of Electronics and Control Systems Li Zongrui and the employee of the International Department Zhang Yaoyao.
At a meeting at TSU, Artyom Rykun told NCIAE representatives about the history, research achievements and projects of Tomsk State University, as well as about the measures available here to support international students. TSU team presented the concept of the Big University of Tomsk – a consortium of all universities and research institutes of the city.
The employees of the Department of Probability Theory and Mathematical Statistics, the Department of Systems Analysis and Mathematical Modeling and the Department of Applied Informatics presented the areas of work of the departments and laboratories of the Institute of Applied Mathematics and Computer Science of TSU, including joint projects with such leading technology companies as Palex, Rubius, Smart Vision Tomsk and InfoWatch.
TSU and NCIAE agreed to create a joint double degree program, within the framework of which students from China will master mathematical modeling in information technology at both universities. The parties have already begun to discuss the details of the future program. In the near future, it is planned to sign a memorandum of intent, which will reflect the plans of universities to expand research and academic cooperation in the following areas:

Exchange of faculty and students.

Development of joint programs, including continuing education programs, courses, and dual degree programs.

Pedagogical cooperation, exchange of information and documentation in the field of teaching methods and facilities.

Development and implementation of joint research programs, as well as exchange of researchers.
- Organization of joint scientific events on the topics of common interest.
